It's not the number of stores that's concerning but the locations.

More than half 154 of the 269 stores Walmart is shuttering are US locations - about 4% of all locations stateside (154/4600), 60 in Brazil (12% of locations there) with the rest scattered throughout South America.  This is somewhat concerning considering that the reason given for closures abroad is - struggling economic conditions in Brazil. 

Other international walmart locations numbering some 5500, will not be affected.  What this implies is that business is not booming in the United States (as The Fed claims) and that even walmart is being affected by a slowing economy and lack of spending (the largest part of gdp and the reason for China's support of the US economy).
